The Social Services department deals with the social welfare of the people. The department sees to the provisions of basic services like health care, water and sanitation, education, livelihoods support systems. The council is responsible for provision of stationary, detergents and refreshments to its clinics as well as maintenance of the clinic infrastructure, which the department handles in conjunction with the roads department. In so doing, the council relies mostly on a government support grant for its health matters. For the education function, the Council deals mostly with infrastructure development and capacity building of schools, (staff, SDCs, etc.).  The department also gets its income from the water and sanitation national program grant from UNICEF, school levies, beer hall rentals as well as contributions from other departments. This department ensures provision of efficient and effective education and health delivery in the district within Council education and health facilities.  This department has the people of Tsholotsho at heart as it also facilitates the provision of basic social services.
